In accordance with federal regulations, the City-Parish of East Baton Rouge must prepare a Five-Year Consolidated Plan and an Annual Action Plan for submission to the U.S. Department of Housing and Urban Development. ​
This plan focuses on enhancing housing, improving public services, and supporting community development projects that benefit all residents, especially those with low-to-moderate incomes.

The Five-Year Consolidated Plan was developed in partnership with Atlas Community Studios Bayou Rouge Environmental & Planning, and East Baton Rouge Mayor-President’s Office of Community Development.
Community Engagement Process
An important component of this process involved input from the community to gain local perspectives and understand the most pressing challenges to be addressed. Activities during this process included:

The launch of a dedicated Project Website with interactive tools, including a low-income local data mapping tool and a housing snapshot page.

Two in-person Community Workshops.

Four in-person Focus Groups.

A community-wide Public Survey available in print and digital formats.

Presentation at a Public Hearing.
